Access Healthcare Initiative

100% Access Initiative is committed to improving access to health care in Lane County – providing better health care for more people at less cost.
The initiative is working to connect people in Lane County with no (or inadequate)
medical insurance with existing programs and services and will develop new community-based
medical programs and services to fill the gaps where most needed.

Initiative History
The 100% Access Initiative formed as a result of the United Way of Lane County’s 2004 Community Needs and Assets Study which found that for the first time, access to health care, affordable medications and health insurance were the top three needs of people in Lane County across all socioeconomic, age and geographic groups.
The Problem
There are approximately 62,000 uninsured people in Lane County. The Community Needs and Assets Study showed that the least stable source of health care coverage was Medicaid or the Oregon Health Plan, with over one-half of respondents reporting interrupted coverage in a previous two-year period.
Current Initiative Projects
- Safety Net Clinics: Increase resources and support for the Lane County primary care safety net clinics including Community Health Centers of Lane County, Volunteers in Medicine, 4J School-Based Health Centers, and White Bird Clinic.
- Medications: Increase access to affordable medications for people with limited income.
- Mental Health: Provide care to people with mental illnesses at an earlier stage (before a crisis stage) and in community, rather than in institutional settings.
- Non-Profit Employees: Develop a lower-cost insurance product for employees (and their dependents) who work for non-profit organizations. Once developed, this product will be used as a pilot for small businesses.
- Outreach and Enrollment: Identify uninsured individuals and assist those who are eligible to enroll in appropriate publicly funded health care programs (Oregon Health Plan, for example).
- Medical Home: Link patients with an individual, team or organization with whom the patient can develop a healthcare relationship over time.
- Chronic Conditions: Increase participation by uninsured and underserved populations in chronic disease self-management programs.
- Quantifying Need and Improvement: Analyze the need, for example, how many people use an ED for basic care, and quantify improvements in access to health care and the return on community investment over time.
- Prevention: Strengthen and support dental care access efforts.
- Premium Support: Provide premium subsidies to support low-income individuals buy available insurance.
